Solar panels are moving from an optional feature towards becoming a normal part of new-build housing in England.
The government has now finalised the Future Homes and Buildings Standards, introducing new requirements for energy efficiency, low-carbon heating and renewable electricity generation.
The regulations are due to come into force on 24 March 2027, subject to transitional arrangements.
For house buyers, developers and the solar industry, this represents an important change in how new homes will be designed.
What Is the Future Homes Standard?
The Future Homes Standard is a major update to the energy performance requirements applied to new homes.
The aim is to ensure that homes built under the new standards are ready for a future in which electricity generation becomes increasingly low carbon.
Rather than relying on later retrofits, new homes are expected to incorporate much higher levels of energy efficiency and low-carbon technology from the beginning.
Government guidance says that homes built under the new standards will use:
- low-carbon heating;
- improved energy efficiency;
- and, in most cases, solar panels.
A New Requirement for Renewable Electricity
One of the most significant changes for solar is the introduction of a new functional requirement for renewable electricity generation in new dwellings.
That matters because solar PV is no longer being treated simply as an optional upgrade that a developer may choose to add.
For many new homes, generating renewable electricity on site becomes part of meeting the overall building standard.
Solar PV is expected to be the obvious solution for a large proportion of developments.
Does Every New Home Have to Have the Same Number of Solar Panels?
No.
The new framework is performance based, and actual system design will depend on the building.
A small terraced house will not necessarily require the same solar array as a large detached property.
Factors such as these will still matter:
- available roof area;
- orientation;
- shading;
- roof geometry;
- building energy demand;
- development layout;
- and technical constraints.
This means buyers should not assume that the phrase “solar as standard” guarantees a particular number of panels or a particular system capacity.
The actual specification still matters.
What Does This Mean for Home Buyers?
Solar may increasingly become part of the original energy system of the property rather than an aftermarket addition.
That has several advantages.
The roof can be designed with solar in mind
A system planned during the design stage can take account of roof orientation, usable area, shading and cable routes before the building is completed.
Electrical infrastructure can be planned earlier
Consumer units, inverter locations and electrical routes can be considered as part of the building rather than retrofitted later.
Solar becomes part of the expected home specification
Future buyers may increasingly compare solar installations in the same way they already compare insulation, heating systems or EV charging capability.
However, buyers should still ask what equipment has actually been installed.
Useful questions include:
- What is the total PV capacity?
- Which panels are installed?
- What inverter is used?
- Is the inverter battery compatible?
- Is there space for future battery storage?
- Is solar monitoring included?
- What warranties apply?
- What documentation will the homeowner receive?
Does the Standard Require a Home Battery?
Not necessarily.
Solar generation and electrical battery storage are related technologies, but they are not the same requirement.
A new property may therefore be supplied with solar PV without a home battery.
This makes battery readiness particularly interesting.
A homeowner may decide later that they want to store daytime solar generation for use in the evening or combine the system with a smart electricity tariff.
Whether that upgrade is simple or complicated will depend partly on how the original solar system was designed.
A hybrid inverter, suitable electrical infrastructure and a sensible equipment location can make future expansion easier.
What About Heat Pumps?
The Future Homes Standard also moves new homes towards low-carbon heating.
As heating becomes increasingly electrified, the relationship between solar generation and household electricity demand becomes more important.
A home containing solar PV, a heat pump, an EV charger and potentially battery storage has a very different electricity profile from a traditional property heated by a gas boiler.
That creates an incentive to think about the home as an integrated energy system rather than as several unrelated products.
Existing Homes Are Not Suddenly Required to Install Solar
The Future Homes Standard applies to new construction covered by the new regulations and transitional arrangements.
It does not mean that millions of existing homeowners will suddenly be legally required to install solar panels in March 2027.
Existing homes remain a separate retrofit market.
For those properties, the decision to install solar will continue to depend on the homeowner's circumstances, building suitability, electricity consumption and financial priorities.
Why This Could Change the Solar Market
As solar becomes more common on new homes, consumer expectations are likely to change.
More people will move into properties where they already own a solar system.
That creates demand not only for panels, but also for:
